out�察�should be a little higher than that of Land�察�and that is�察�because Money out at Interest runs a greater Risque�察�than Land does。 The Borrower may break�察�and run away with the Money�察�and then not only the Interest due�察�but all the future Profit�察�with the Principal�察�is lost for ever。 But in Land a Man can lose but the Rent due�察�for which usually too the Stock upon the Land is sufficient security�此�And if a Tenant run away in Arrear of some Rent�察�the Land remains�察�that cannot be carried away�察�or lost。 Should a Man Purchase good Land in Middlesex of 5 l。 per Annum�察�at Twenty Years Purchase�察�and other Land in Rumney´Marsh�察�or elsewhere of the same Yearly value�察�but so situated�察�that it were in danger to be swallowed of the Sea�察�and be utterly lost�察�it would not be unreasonable�察�that he should expect to have it under Twenty Years Purchase�察�suppose Sixteen and an half。 This is to bring it to just the case of Land at Twenty Years Purchase�察�and Money at Six per Cent。 where the uncertainty of securing ones Money may well be allowed that advantage of greater Profit�察�and therefore perhaps the legal Interest now in England at Six per Cent。 is as reasonable and convenient a Rate as can well be set by a standing Rule�察�especially if we consider that the Law requires not a Man to pay Six per Cent。 but ties up the Lender from taking more。 So that if ever it falls of it self�察�the Monied´man is sure to find it�察�and his Interest will be brought down to it。 High Interest is thought by some a Prejudice to Trade�此�But if we look back�察�we shall find�察�that England never throve so well�察�nor was there ever brought into England so great an increase of Wealth since�察�as in Queen Elizabeth's and King James I。 and King Charles I。 time�察�when Money was at Ten and Eight per Cent。 I will not say high Interest was the cause of it。 For I rather think that our thriving Trade was the Cause ofhigh Interest�察�every one craving Money to employ in a profitable Commerce。 But this I think I may reasonably infer from it�察�That lowering of Interest is not a sure way to improve either our Trade or Wealth。 To this I hear some say�察�That the Dutch�察�Skilful in all Arts of promoting Trade�察�to out´do us in this�察�as well as all other Advancements of it�察�have observed this Rule�察�viz�察�That when we fell Interest in England from Ten to Eight�察�they presently sunk Interest in Holland to Four per Cent。 and again�察�when we lower'd it to Six they fell it to Three per Cent。 thereby to keep the Advantage which the lowness of Interest gives to Trade。 From whence these Men readily conclude�察�That the falling of Interest will advance Trade in England。 To which I answer�察 �1。 That this looks like an Argument�察�rather made for the present Occasion�察�to mislead those who are credulous enough to swallow it�察�than arising from true Reason�察�and matter of Fact。 For if lowering of Interest were so advantageous to Trade�察�why did the Dutch so constancy take their measures only by us�察�and not as well by some other of their Neighbours�察�with whom they have as great or greater Commerce than with us�拭�This is enough at first sight to make one suspect this�察�to be Dust only raised�察�to throw in Peoples eyes�察�and a Suggestion made to serve a Purpose。 For�察 �2。 It will not be found true�察�That when we abated Interest here in England to Eight�察�the Dutch sunk it in Holland to Four per Cent。 by Law�察�or that there was any Law made in Holland to limit the Rate of Interest to Three per Cent。 when we reduced it in England to Six。 It is true�察�John de Witt�察�when he managed the Affairs of Holland�察�setting himself to lessen the publick Debt�察�and having actually paid some�察�and getting Money in a readiness to Pay others�察�sent notice to all the Creditors�察�That those who would not take Four per Cent。 should come and receive their Money。 The Creditors finding him in earnest�察�and knowing not how other Wise to employ their Money�察�accepted his Terms�察�and changed their Obligations into Four per Cent。 whereas before they were at Five�察�and so ��the great Loans of the Country being to the State�� it might be said in this sense�察�That the Rate of Interest was reduced lower at that time�此�But that it was done by a Law�察�forbidding to take higher Interest than Four per Cent。 that I deny�察�and require any one to shew。 Indeed upon good Security one might lately have borrowed Money in Holland at Three�察�and Three and an half per Cent。 but not by vertue of any Law�察�but the natural Rate of Interest。 And I appeal to the Men learned in the Law of Holland�察�whether last Year ��and I doubt not but it is so still�� a Man might not lawfully lend his Money for what Interest he could get�察�and whether in the Courts he should not recover the Interest he contracted for�察�if it were Ten per Cent。 So that if Money be to be borrowed by honest and responsible Men�察�at Three�察�or Three and an half per Cent。 it is not by the force of Statutes and Edicts�察�but by the natural Course of things�察�which will always bring Interest upon good Security low�察�where there is a great deal ofMoney to be lent�察�and little good Security�察�in proportion�察�to be had。 Holland is a Country where the Land makes a very little part of the Stock of the Country。 Trade is their great Fund�察�and their Estates lie generally in Money�此�So that all�察�who are not Traders�察�generally speaking�察�are Lenders�此�Of which there are so many whose Income depends upon Interest�察�that if the States were not mightily in Debt�察�but paid every one their Principal�察�instead of the Four per Cent。 Use�察�which they give�察�there would be so much more Money than could be used�察�or would be ventured in Trade�察�that Money there would be at Two per Cent。 or under�察�unless they found a way to put it out in Foreign Countries。 Interest�察�I grant these Men�察�is low in Holland�此�But it is so not as an effect of Law�察�or the politick Contrivance of the Government�察�to promote Trade�察�but as the Consequence of great Plenty of ready Money�察�when their Interest first fell。 I say when it first fell�此�For being once brought low�察�and the Publick having borrowed a great part of private Mens Money�察�and continuing in Debt�察�it must continue so though the Plenty of Money�察�which first brought Interest low�察�were very much decay'd�察�and a great part of their Wealth were really gone。 For the Debt of the State affording to the Creditors a constant Yearly Income�察�that is look'd on as a safe Revenue�察�and accounted as valuable as if it were in Land�察�and accordingly they buy it one of another�察�and whether there be any Money in the publick Coffers or no�察�he�察�who has to the value of Ten thousand pounds owing him from the States�察�may sell it every day in the Week�察�and have ready Money for it。 This Credit is so great an advantage to private Men�察�who know not else what to do with their Stocks�察�that were the States now in a condition to begin to pay their Debts�察�the Creditors�察�rather than take their Money out to lie dead by them�察�would let it stay in�察�at lower Interest�察�as they did some Years since�察�when they were call'd on to come and receive their Money。 This is the state of Interest in Holland�此�Their plenty of Money�察�and paying their publique Debts�察�some time since lowered their Interest。 But it was not done by the command and limitation of a Law�察�nor in consequence of our reducing it here by Law to Six per Cent。 For I deny�察�that there is any Law there yet�察�to forbid lending of Money for above Three�察�or Six�察�or Ten per Cent。 Whatever some here suggest�察�every one there may hire out his Money as freely as he does any thing else�察�for what rate he can get�察�and the Bargain being made�察�the Law will inforce the Borrower to pay it。 I grant low Interest�察�where all Men consent to it�察�is an advantage to Trade�察�if Merchants will regulate their Gains accordingly�察�and Men be perswaded to lend to them�此�But can it be expected�察�when the Publique gives Seven�察�or Eight�察�or Ten per Cent。 that private Men�察�whose Security is certainly no better�察�shall have it for Four�拭�And can there be any thing stranger�察�than that the same Men who look on�察�and therefore allow high Use as an encouragement to lending to the Chequer�察�should think low Use should bring Money into Trade�拭�The States of Holland some few Years since�察�paid but Four per Cent。 for the Money they owed�此�Ifyou propose them for an example�察�and Interest be to be regulated by a Law�察�try whether you can do so here�察�and bring Men to lend it to the Publique at that Rate。 This would be a benefit to the kingdom�察�and abate a great part of our publique Charge。 If you cannot do that�察�confess�察�that 'tis not the Law in Holland has brought the Interest there so low�察�but something else�察�and that which will make the States�察�or any body else pay dearer now�察�if either their Credit be less�察�or Money there scarcer。 An infallible sign of your decay of Wealth is the falling of Rents�察�and the raising of them would be worth the Nations Care�此�For in that�察�and not in the falling of Interest lies the true advantage of the Landedman�察�and with him of the Publick。 It may be therefore not besides our present business�察�to enquire into the cause of the falling of Rents in England。 1。 Either the Land is grown Barrener�察�and so the Product is less�察�and consequently the Money to be received for that Product is less。 For it is evident that he whose Land was wont to produce 100 Bushels of Wheat communibus annis�察�if by long Tillage�察�and bad Husbandry it will now produce but 50 Bushels�察�the Rent will be abated half。 But this cannot be suppos'd general。 2。 Or the Rent of that Land is lessen'd。 1。 Because the use of the Commodity ceases�此�As the Rents must fall in Virginia�察�were taking of Tobacco forbid in England。 2。 Or because something else supplies the room of that Product�此�As the rate of Copis´lands will fall upon the discovery ofCoal Mines。 3。 Or�察�because the Markets are supplied with the same Commodity�察�cheaper from another place。 As the breeding Countries of England must needs fall their Rents�察�by the importation of Irish Cattle。 4。 Or�察�because a Tax laid on your Native Commodities�察�makes what the Farmer sells�察�cheaper�察�and Labour�察�and what he buys dearer。 3。 Or�察�the Money in the Country is less。 For the exigencies and uses of Money not lessening with its quantity�察�and it being in the same proportion to be imploy'd and distributed still in all the parts of its circulation�察�s
