of an high Interest。 To this I answer�察    �1。 That if any Man has run himself in Debt�察�for the Service of his Country�察�'tis fit the Publick should reimburse him�察�and set him free。 This is a care�察�that becomes the Publick Justice�察�That Men�察�if they receive no Rewards�察�should�察�at least�察�be kept from Suffering�察�in having Served their Country。 But I do not remember the Polity of any Nation�察�who altered their Constitution�察�in favour of those�察�whose mismanagement had brought them behind´hand�察�possibly as thinking the Publick little beholding to those�察�who had misemployed the Stock of their Country�察�in the excess of their private Expences�察�and�察�by their Example�察�spread a fashion that carries ruin with it。 Mens paying Taxes of Mortgaged Lands�察�is a punishment for ill´husbandry�察�which ought to be discouraged�此�But it concerns very little the Frugal and the Thrifty。     2。 Another thing to be said in reply to this�察�is�察�That it is with Gentlemen in the Country�察�as with Tradesmen in the City。 If they will own Titles to greater Estates than really they have�察�it is their own faults�察�and there is no way left to help them from Paying for them。 The Remedy is in their own hands�察�to discharge themselves when they please。 And when they have once Sold their Land�察�and paid their Debts�察�they will no longer pay Taxes�察�for what they own�察�without being really theirs。 There is another way also�察�whereby they may be relieved�察�as well as a great many other inconveniencies remedied�察�and that is by a Registry�此�For if Mortgages were Registred�察�Land Taxes might reach them�察�and order the Lender to pay his proportion。     I have met with Patrons of Four per Cent。 who ��amongst many other fine things they tell us of�� affirm�察�That if Interest were reduced to Four per Cent。 then some Men would borrow Money at this low Rate�察�and pay their Debts�察�Others would borrow more than they now do�察�and improve their Land�察�Others would borrOw more�察�and imploy it in Trade and Manufacture。 Gilded words indeed�察�were there any thing substantial in them� �These Men talk�察�as if they meant to shew us�察�not only the Wisdom�察�but Riches of Solomon�察�and would make Gold and Silver as common�察�as the Stones in the Street�此�But at last�察�I fear�察�'will be but Wit without Money�察�and�察�I wish it amount to that。 'Tis without question�察�That could the Countryman�察�and the Tradesman take up Money cheaper�察�than now they do�察�every Man would be forward to Borrow�察�and desire�察�that he might have other Mens Money to imploy to his advantage。 I confess�察�those who contend for Four per Cent。 have found out a way�察�to set Mens Mouths a watering for Money at that Rate�察�and to increase the number ofthe Borrowers in England�察�if any body can imagine it would be an advantage to increase them。 But to answer all their fine Projects�察�I have but this one short question to ask them�此�Will Four per Cent。 increase the number of the Lenders�拭�If it will not�察�as any Man at the very first hearing�察�will shrewdly suspect it will not�察�then all the plenty of Money these Conjurers bestow upon us�察�for Imnprovement of Land�察�Paying of Debts�察�and Advancement of Trade�察�is but like the Gold and Silver�察�which Old Women believe�察�other Conjurers bestow sometimes�察�by whole Lapfuls�察�on poor credulous Girls�察�which�察�when they bring to the light�察�is found to be nothing but wither'd Leaves�察�and the Possessors of it are still as much in want of Money as ever。     Indeed I grant it would be well for England�察�and I wish it were so�察�that the plenty of Money were so great amongst us�察�that every Man could borrow as much as he could use in Trade�察�for Four per Cent。 nay�察�that Men could borrow as much as they could imploy for Six per Cent。 But even at that Rate�察�the Borrowers already are far more than the Lenders。 Why else doth the Merchant upon occasion�察�pay Six per Cent。 and often above that rate for Brokage�拭�And why doth the Country Gentleman of One thousand pounds per Annum find it so difficult�察�with all the security he can bring�察�to take up a Thousand pound�拭�All which proceeds from the scarcity of Money�察�and bad Security�察�two Causes�察�which will not be less powerful to hinder Borrowing�察�after the lowering of Interest�此�and I do not see�察�how any one can imagine that reducing Use to Four Per Cent。 should abate their force�察�or how lessening the Reward of the Lender�察�without diminishing his Risque�察�should make him more forward and ready to Lend。 So that these Men�察�whilst they talk�察�that at Four per Cent。 Men would take up�察�and imploy more Money to the Publick advantage�察�do but pretend to multiply the number of Borrowers among us�察�ofwhich it is certain we have too many already。 Whilst they thus set Men a longing for the Golden days of Four per Cent。 methinks they use the poor indigent Debtor�察�and needy Tradesman�察�as I have seen pratling Jack´Daws do sometimes their young�察�who kawing and fluttering about the Nest�察�set all their young ones a gaping�察�but having nothing in their empty Mouths but Noise and Air�察�leave them as hungry as before。     'Tis true these Men have found out by a cunning project�察�how�察�by the restraint of Law�察�to make the price of Money One Third cheaper�察�and then they tell John a Nokes�察�that he shall have Ten thousand pounds of it to employ in Merchandise�察�or Cloathing�察�and John a Stiles shall have Twenty thousand pounds more to pay his Debts�察�and so distribute this Money as freely as Dego did his Legacies�察�which they are to have�察�even where they can get it。 But till these Men can instruct the forward Borrowers where they shall be furnished�察�they have perhaps done something to increase Mens desire�察�but not made Money one jot easier to come by。 And till they do that�察�all this sweet gingling of Money in their Discourses goes just to the Tune of�察�If all the World were Oatmeal。 Methinks these Undertakers�察�whil'st they have put Men in hopes of Borrowing more plentifully at easier Rates�察�for the supply of their Wants and Trades�察�had done better to have bethought themselves of a way�察�how Men need not Borrow upon Use at all�此�For this would be much more advantageous�察�and altogether as Feisible。 It is as easie to distribute Twenty pair of Shooes amongst Thirty Men�察�if they pay nothing for them at all�察�as if they paid 4 s。 a pair。 Ten of them ��notwithstanding the Statute Rate should be reduced from 6 s。 to 4 s。 a pair�� will be necessitated to sit still Barefoot�察�as much�察�as if they were to pay nothing for Shooes at all。 Just so it is in a Country�察�that wants Money in proportion to Trade。 It is as easie to contrive how every Man shall be supplied with what Money he needs ��i。e。 can imploy in improvements of Land�察�paying his Debts�察�and Returns of his Trade�� for nothing�察�as for Four per Cent。 Either we have already more Money than the Owners will Lend�察�or we have not。 If part of the Money which is now in England�察�will not be Lent at the rate Interest is at present at�察�will Men be more ready to Lend�察�and Borrowers be furnished for all those brave Purposes more plentifully�察�when Money is brought to Four per Cent�拭�If People do already lend all the Money they have�察�above their own occasions�察�whence are those�察�who will borrow more at Four per Cent。 to be supplied�拭�Or is there such plenty of Money�察�and scarcity of Borrowers�察�that there needs the reducing of Interest to Four per Cent。 to bring Men to take it�拭    �All the imaginable ways of increasing Money in any Country�察�are these two�此�Either to dig it in Mines of our own�察�or get it from our Neighbours。 That Four per Cent。 is not of the nature of the Deusing´rod�察�or Virgula Divina�察�able to discover Mines of Gold and Silver�察�I believe will easily be granted me。 The way of getting from Foreigners�察�is either by force�察�borrowing�察�or trade。 And whatever ways besides these�察�Men may fansie�察�or propose�察�for increasing of Money�察。�except they intend to set up for the Philosophers Stone�� would be much the same with a Distracted Man's device that I knew�察�who�察�in the beginning of his Distemper first discover'd himself to be out of his Wits�察�by getting together�察�and boiling a great number of Groats�察�with a design�察�as he said�察�to make them plim�察�i。e。 grow thicker。 That Four per Cent。 will Raise Armies�察�Discipline Soldiers�察�and make Men Valiant�察�and fitter to conquer Countries�察�and inrich themselves with the Spoils�察�I think was never pretended。 And that it will not bring in more of our Neighbours Money upon Loan�察�than we have at present among us�察�is so visible in its self�察�that it will not need any Proof�察�the contenders for Four per Cent。 looking upon it as an undeniable Truth�察�and making use of it as an Argument to shew the advantage it will be to the Nation�察�by lessening the Use paid to Foreigners�察�who upon falling of Use will take home their Money。 And for the last way of increasing our。 Money�察�by promoting of Trade�察�how much lowering of Interest is the way to that�察�I have�察�I suppose�察�shew'd you already。

Having lately met with a little Tract�察�Intituled A Letter to a Friend concerning Usury。 Printed this present year 1690�察�which gives in short�察�the Arguments of some Treatises Printed many years since�察�for the lowereing of Interest�察�It may not be amiss�察�briefly to consider them。

    1。 A High Interest decays Trade。 The advantage from Interest is greater than the Profit from Trade�察�which makes the rich Merchants give over�察�and put out their Stock to Interest�察�and the lesser Merchants Break。     Answ。 This was Printed in 1621�察�when Interest was at 10 per Cent。 And whether England had ever a more flourishing Trade�察�than at that time�察�must be left to the judgment of those�察�who have consider'd the growing Strength and Riches of this Kingdom in Q。E。 and King J。 the 1st Reigns。 Not that I impute it to high Interest�察�but to other Causes I have mention'd�察�wherein Usury had nothing to do。 But if this be thought an Argument now in 1690�察�when the legal Interest is 6 per Cent。 I desire those�察�who think fit to make use of it�察�to name those rich Merchants�察�who have given over and put out their Stocks to Interest。     2。 Interest being at 10 per Cent。 and in Holland at 6�察�our Neighbour Merchants undersel us。     Answ。 The legal Interest being here now at 6 per Cent。 and in Holland not limited by Law�察�our Neighbour Merchants undersel us�察�because they live more frugally�察�and are content with less profit。     3。 Interest being lower in Holland than in England�察�t
